Namibia’s Parliamentary Committee Embarks on Kenya Study Visit to Strengthen Decentralisation and Oversight

STUDY VISIT|| The Parliamentary Standing Committee on Urban and Rural Development and Land Reform is undertaking a study visit to the Parliament of Kenya from 3–7 November 2025. 

The purpose of the visit is to learn from Kenya’s best practices in decentralisation, adapt relevant approaches to Namibia’s context, and identify strategic and operational priorities to accelerate the decentralisation process.

The visit aims to strengthen Members of Parliament’s capacity to conduct effective oversight of decentralised functions, laws, and policies, assess decentralised programmes and projects; clarify reporting lines and responsibilities and monitor service delivery performance. 

It also focuses on ensuring coherence with national policy goals and verifying the efficient use of public resources by Regional Councils and Local Authorities.

In addition, the Committee seeks to understand how Kenya fosters democracy, transparency, and accountability by involving citizens and stakeholders, and by implementing mechanisms that expose inefficiency, waste, or poor performance.

Key focus areas include:

•Legal  and policy frameworks governing decentralisation and the level of compliance;

•Core functions devolved to regional/provincial and local levels; and

•The impact of decentralisation on essential services such as healthcare, education, electrification, and energy.

This study visit is expected to enhance the Committee’s understanding of oversight in decentralised governance and strengthen its ability to promote effective service delivery across Namibia.
