NIPAM Trains Local Authority Officials to Strengthen Financial Accountability

The Namibia Institute of Public Administration and Management (NIPAM) has launched an International Public Sector Accounting Standards (IPSAS) training programme aimed at strengthening financial management, transparency and accountability in local authorities, with more than 70 officials from various local authorities participating.

Speaking during the opening of the training in Windhoek on 12 October 2026, NIPAM Executive Director Dr Heroldt Murangi said the initiative seeks to address institutional capacity gaps and equip local authority officials with the knowledge and skills required to improve public sector financial reporting.

Murangi explained that the training forms part of the implementation of the Prime Minister’s Charity Foundation, which was launched last year to mobilise resources and support under-resourced public sector institutions, particularly local authorities. He said the need to strengthen IPSAS knowledge and skills had been identified during the Foundation’s capacity-building planning process.

He emphasised that local authorities play a critical role in delivering essential services to communities, making sound financial management and the responsible use of public resources essential. Accurate and reliable financial reporting, he added, is vital to promoting public confidence and ensuring transparency in the management of government resources.

Murangi urged participants to apply the knowledge gained during the training in their respective institutions, stressing that the value of capacity building programmes lies in their practical impact on workplace performance. He encouraged officials to engage with facilitators, share experiences and discuss challenges affecting the implementation of financial reporting standards.

He further acknowledged the Prime Minister’s Charity Foundation for supporting the initiative and commended the facilitators for sharing their expertise. Murangi reaffirmed NIPAM’s commitment to developing public servants’ professional capabilities and strengthening an accountable, efficient and effective public service.

The training is expected to contribute to improved financial reporting practices and stronger institutional accountability across participating local authorities, ultimately supporting more effective public service delivery.
