Namibia launches National Assembly Strategic Plan in pursuit of democratic ideals, good governance

WINDHOEK, Jan. 18 — Namibia’s Speaker of the National Assembly Peter Katjavivi on Thursday officially launched the institution’s Strategic Plan for the period 2023-2027.

Emphasizing continuity and progress, the plan was developed through meticulous environmental scanning, comprehensive strategy formulation, and prudent budgeting.

Initiated amid the challenges posed by the COVID-19 pandemic, the plan aligns with Namibia’s national development objectives, focusing on the National Assembly’s crucial role in ensuring robust governance and accountability from the Executive.

In a statement, Katjavivi expressed pride in the National Assembly’s strides in integrating information and communication technology.

“The successful rollout of the first phase of the e-Parliament initiative marks a significant milestone. This technological leap has equipped each Member of Parliament within the Chamber with access to the e-Parliament system, facilitating paperless and efficient conduct of parliamentary business,” he said.

Looking ahead, Katjavivi said the National Assembly is committed to establishing the Parliamentary Service Commission, with a focus on enhancing legislation, oversight, and

representation and elevating service delivery over the next five

years.

“These pillars are designed to position the National Assembly not to only implement its mandate effectively but also to embody our mission and perform our core functions, underpinned by values of accountability, integrity, patriotism, inclusivity, and teamwork,” he explained, adding that a distinctive feature of the plan is its proactive identification of risks and formulation of mitigation strategies.

Meanwhile, the implementation arrangement, spearheaded by the Speaker’s Roundtable, brings together key stakeholders, including the Anti-Corruption Commission, the Electoral Commission, the Office of the Ombudsman, the Public Service Commission, and Civil Society Organizations, fostering accountability at all levels.
