Ministry of Education to Launch Nationwide Consultations on Teaching Profession Bill and Regulations

The Ministry of Education, Innovation, Youth, Sports, Arts, and Culture (MEIYSAC) is set to conduct nationwide regional consultations on the Teaching Profession Bill and its accompanying Regulations, starting from 15 September 2025. These consultations represent an important phase in reinforcing Namibia’s education system by establishing clear standards and frameworks governing the teaching profession.

The Teaching Profession Bill and Regulations are crafted to provide a comprehensive framework that includes educator registration, professional standards, ethics, disciplinary procedures, continuing professional development, and clear definitions of teacher qualifications and training requirements.

Honorable Sanet L. Steenkamp, Minister of Education, highlighted the Bill’s primary objective to safeguard learners’ rights to quality education by ensuring that teachers are well-qualified, accountable, and supported in their career growth. The Minister remarked, “Teachers are the heartbeat of our nation’s future. From 15 September to 17 October 2025, we will engage Namibians across all regions on the Teaching Profession Bill and its Regulations. This is your opportunity to contribute your voice, vision, and hopes for education in Namibia. Together, we shall build a teaching profession that inspires excellence and prepares our children for a brighter tomorrow. I urge all stakeholders to participate actively, as your input is crucial in shaping a strong and accountable teaching profession.”

The consultations will be held in all 14 regions of Namibia, commencing in Keetmanshoop, //Karas Region on 15 September 2025 and culminating in Windhoek, Khomas Region on 17 October 2025. Venues for some regions, including Hardap, Ohangwena, Omusati, and Khomas, will be confirmed and publicized through regional offices, community radio, newspapers, and the Ministry’s official platforms.

Omaheke (Gobabis Regional Library) – 19 Sept 2025

Zambezi (Caprivi Secondary School Hall) – 22 Sept 2025

Kavango East (Revival Centre Christian Academy, Rundu) – 24 Sept 2025

Kavango West (Nkurenkuru Community Hall) – 26 Sept 2025

Ohangwena (Eenhana) – 29 Sept 2025 (venue TBA)

Oshikoto (Ekulo Secondary School Hall, Omuthiya) – 1 Oct 2025

Oshana (Leo Shoopala Hall, Ondangwa) – 3 Oct 2025

Omusati (Outapi) – 6 Oct 2025 (venue TBA)

Kunene (Teacher Resource Centre, Opuwo and Khorixas) – 8 Oct and 10 Oct 2025

Otjozondjupa (Regional Council Conference Hall, Otjiwarongo) – 13 Oct 2025

Erongo (Fisheries Auditorium, Swakopmund) – 15 Oct 2025

Khomas (Windhoek) – 17 Oct 2025 (venue TBA)

The Ministry invites teachers, parents, learners, educational institutions, unions, traditional and religious leaders, civil society, and community members to take part in these consultations. 

Recognizing the importance of inclusiveness, the Ministry will also facilitate participation through livestreaming and social media platforms to enable broader engagement beyond physical attendance.

This initiative is part of the government’s commitment to professionalizing the teaching career, improving quality education, and aligning with national and global educational standards. The Teaching Profession Bill aims to enhance teacher accountability, promote continuous professional development, and ensure that learners receive education from capable and ethical educators.

Through these consultations, Namibia seeks to collectively shape a teaching profession that will inspire excellence and prepare future generations for success. All official correspondence related to the consultations should be addressed to the Executive Director of MEIYSAC.

This nationwide exercise underscores Namibia’s dedication to strengthening its education sector by valuing and empowering teachers as pivotal agents of national development.
