TRANSFER OF EXECUTIVE DIRECTORS
I have the pleasure to announce that the Prime Minister on the recommendation of
the Public Service Commission, in terms of Sections 5(1) read in conjunction with
Section 23(2)(ii) of the Public Service Act, 1995 (Act No. 13 of 1995) approved the
transfer of the following Executive Directors, effective 1 August 2025:
a) Mr. Nghidinua Daniel, Executive Director of the Ministry of Justice and
Labour Relations to the Ministry of Home Affairs, Immigration, Safety and
Security, as Executive Director/Accounting Officer;
b) Dr. Audrin Mathe, Executive Director of the Ministry of Information and
Communication Technology to the Ministry of Justice and Labour Relations, as
Executive Director/Accounting Officer; and
Mr. Ben Nangombe, Executive Director of the Ministry of Industries, Mines
and Energy to the Office of the Prime Minister: Cabinet Secretariat, as Executive
Director without accounting functions.

Additionally, the following Executive Ditectors have been assigned/re-assigned
accounting functions as follows, effective 1 August 2025:
a) Mr. Erastus Haitengela, will be the Executive Director/Accounting Officer
responsible for Vote 40 (Education) for the Ministry of Education, Innovation,
Youth, Sports, Arts and Culture;
b) Mr. Gerard Vries, will be the Executive Director/Accounting Officer responsible
for Vote 27 (Sport, Youth and National Service) for the Ministry of Education,
Innovation, Youth, Sports, Arts and Culture;
c) Ms. Ndiyakupi Nghituwamata, will be the Executive Director/Accounting
Officer responsible for Vote 37 (Agriculture and Land Reform) for the Ministry of
Agriculture, Fisheries, Water and Land Reform;
d) Mr. Teofilus Nghitila, will be the Executive Director/Accounting Officer
responsible for Vote 38 (Water and Marine Resources) for the Ministry of
Agriculture, Fisheries, Water and Land Reform; and
e) Mr. Moses Pakote, will be the Executive Director/Accounting Officer
responsible for the Ministry of Industries, Mines and Energy.
I take this opportunity to congratulate them on their new assignments. Additionally, I
wish to take this opportunity to thank Mr. Etienne Maritz for the excellent service
rendered during his time as a Public Servant. He retires from the Public Service on 31
July 2025.
An Acting Executive Director will be appointed at the Ministry of Information and
Communication Technology.
