Ministry of Gender Equality and Child Welfare Launches Strategic Plan 2025-2030

Windhoek, October 15 — The Honourable Minister Dr Emma Kantema unveiled the Ministry of Gender Equality and Child Welfare’s Strategic Plan for 2025-2030, outlining the roadmap toward a more equitable, inclusive, and caring Namibian society.

In her keynote address, Dr Kantema emphasized that the Strategic Plan represents more than just policy; it is a resolute commitment to empower women and men alike and to safeguard the rights and welfare of children. The plan is aligned with Namibia’s Vision 2030, the Sixth National Development Plan (NDP6), the SWAPO Party Manifesto, and the Sustainable Development Goals (SDGs) focused on ending poverty, achieving gender equality, and reducing inequalities.

The Minister highlighted the Ministry’s notable achievements in recent years, including a 69% increase in child grant coverage, improvements in childhood care services, and expanded infrastructure with the construction and renovation of 78 early childhood development centers. Despite these gains, serious challenges remain. Gender-Based Violence (GBV) continues to be a pressing human rights and developmental issue in Namibia, with over 5,000 cases reported annually, mostly affecting women and girls. The 2023/24 data showed more than 1,600 reported rape cases, though many incidents remain unreported due to stigma and lack of support.

Child protection is another critical concern. The Ministry faces challenges such as child neglect, abuse, trafficking, and teenage pregnancies, with 34% of girls commencing childbearing by age 19, leading to school dropout and impoverishment cycles. The rise of child-headed households further underscores social vulnerabilities requiring urgent attention.

The Strategic Plan sets out clear objectives to:

– Achieve gender equality and empowerment for all genders through inclusive policies and programs encouraging economic, social, and political participation.

– Strengthen child protection systems and improve service delivery alongside effective legal and policy frameworks.

– Promote a culture of high organizational performance through enhanced leadership, accountability, and capacity building.

– Develop and enforce comprehensive policies for sustainable and equitable societal growth.

– Enhance stakeholder collaboration across government, civil society, private sector, and development partners for coordinated, impactful interventions.

Dr Kantema stressed that successful implementation will require collective commitment, adequate resources, and robust monitoring and evaluation systems. The Ministry is improving data systems to support evidence-based decisions and accountability. Collaboration with communities, traditional authorities, faith organizations, and partners will be intensified, with strategic use of technology to reach remote areas.

The address concluded with a call for bold, innovative, and united action to build a Namibia free from violence, poverty, and discrimination, where everyone can realize their full potential. The Minister thanked all involved in developing the plan and officially launched the Strategic Plan 2025-2030, marking a new chapter toward a brighter, equitable future for all Namibians.
