City to Resume Internal Debt Collection Following Expiry of RedForce Contract

Windhoek, Aug 3 — The City of Windhoek wishes to inform residents, ratepayers and stakeholders that the winding down period of its contract with RedForce Debt Management has officially come to an end today, 31 July 2026. At this stage, no new external debt collection service provider has been appointed. In the interim, the city will continue with debt collection activities through its
internal resources while Council considers the way forward.
With the conclusion of the external debt collection arrangement, the city will resume the administration of arrear municipal accounts. Accordingly, interest on overdue accounts will be charged at the applicable rate of 20% per annum, together with the prescribed disconnection fees, in accordance with General Notice No. 444: Municipality of Windhoek – Tariffs
2026/2027, published in the Government Gazette on 1 July 2026.
Effective Monday, 3 August 2026, all customers with overdue municipal accounts who wish to negotiate payment arrangements are required to engage directly with the Debt and Risk Management Division at the City of Windhoek.
The City encourages all customers with outstanding accounts to come forward voluntarily to make suitable payment arrangements. Early engagement will assist in avoiding enforcement actions, additional interest charges and related costs.
The City of Windhoek remains committed to managing municipal finances responsibly while working constructively with residents and businesses to facilitate sustainable debt settlement.
The recovery of outstanding municipal debt is essential to safeguarding the City’s financial sustainability and ensuring the continued delivery of quality municipal services to all residents.
