Ministerial Statement on Teaching Profession Bill: A Landmark Step to Elevate Education Standards in Namibia

On September 19, 2025, Honourable Sanet L. Steenkamp, Minister of Education, Innovation, Youth, Sports, Arts, and Culture, addressed the National Assembly to present the Draft Teaching Profession Bill and its Regulations a significant legislative initiative aimed at professionalizing and elevating the teaching profession in Namibia.

The Bill seeks to formalize the teaching profession by establishing the Teaching Profession Council of Namibia, an independent regulatory body mandated to register all educators and ensure they meet high standards of competence and integrity. It emphasizes universal registration, development and enforcement of professional codes and ethics, accountability through disciplinary measures, and quality assurance in teacher training programs.

Aligned with the Ministry’s Strategic Plan (2025-2030), the Bill supports the theme of “Excellence in Teaching and Learning” and responds directly to strategic objectives focused on continuous professional development and regulation of educators. 

Furthermore, it complements the SWAPO Party Manifesto Implementation Plan (2025-2030), reinforcing commitments to quality education and necessary legal reforms in the education sector.

Recognizing the importance of inclusivity, the Ministry plans extensive regional consultations across all 14 regions from mid-September to mid-October 2025, inviting educators, parents, learners, and community stakeholders to contribute to shaping a Bill that truly embodies national educational aspirations.

This landmark Bill marks a pivotal step toward restoring teaching as a respected, accountable, and professionally excellent career essential for Namibia’s development and the prosperity of its youth. Minister Steenkamp called on Parliament and the public to engage constructively as the nation moves to implement this crucial framework ensuring quality education for all.
