Oshikoto Region Engages Stakeholders in Draft Teaching Profession Bill Consultations

The Regional Consultations on the Draft Teaching Profession Bill and its Regulations continued on Wednesday, 1 October 2025, in Omuthiya, Oshikoto Region. The consultations gathered a diverse group of participants, including Regional Councillors, learners, the President of the Namibian National Teachers Union (NANTU), and Religious Leaders.

The event commenced with the formal introduction of Ms. Hilma Nuunyango George, who took office as the new Regional Director of Education, Innovation, Youth, Sport, Arts and Culture for the Oshikoto Region as of 1 September 2025. Mr. Otto Imbuwa, Deputy Executive Director of the Ministry of Education, Innovation, Youth, Sport, Arts and Culture (MEIYSAC), presented Ms. George to the regional staff.

In her introductory remarks, Ms. George expressed her commitment to serving the region diligently, acknowledging that the “shoes” she fills fit well as she builds on the legacy of her predecessors. She highlighted the critical role of a strong educational foundation in maintaining Oshikoto’s tradition of academic excellence.

Following this, Mr. Gotlieb Shikongo, Deputy Director of Management Planning, Appraisal, and Training at the Directorate of Programmes and Quality Assurance, provided stakeholders with an in-depth overview of the Draft Teaching Profession Bill and its Regulations. He explained that the Bill aims to professionalize teaching in Namibia by establishing a Teaching Profession Council responsible for teacher registration, safeguarding professional and ethical standards, and promoting ongoing professional development.

Stakeholders were also informed about the essential role of the related Regulations, which will detail procedures for registration, the Code of Ethics, disciplinary measures, and initiatives to support teacher development and welfare.

The Ministry of Education, Innovation, Youth, Sport, Arts and Culture encourages all stakeholders to actively engage in these consultations, which are currently being conducted across all 14 regions of Namibia.
