Namibia, Germany Launch NAD 103 Million Projects to Boost Green Industrialisation

WINDHOEK, 9 October 2026 – Namibia and Germany have signed a NAD 103 million technical cooperation agreement to support the country’s energy transition, expand access to sustainable energy and promote green industrialisation.

The agreement, valued at €5.5 million, was signed during a meeting between newly accredited German Ambassador Thomas Wimmer and National Planning Commission (NPC) Director General Ambassador Dr Kaire Mbuende. The engagement followed Wimmer’s presentation of credentials to President Netumbo Nandi-Ndaitwah on 7 October 2026.

The funding will facilitate two projects agreed upon during the 2025 Namibia-Germany bilateral negotiations on development cooperation in Lüderitz. One project will support Namibia’s efforts to increase access to modern and sustainable energy services, contributing to the national target of raising energy access from 59.3% to 70% by 2030. The second will focus on developing responsible and sustainable value chains for critical raw materials, with emphasis on local value addition, transparency and economic opportunities linked to the global energy transition.

The new initiatives build on existing German support for Namibia’s energy sector, which has contributed to major infrastructure investments, including the construction or replacement of approximately 1,300 kilometres of transmission lines and the expansion and rehabilitation of the Ruacana Hydropower Plant.

The meeting also provided an opportunity for the two sides to discuss Namibia’s development priorities and reflect on the momentum generated by the Namibia-Germany Strategic Dialogue held in Opuwo in September 2026. Germany’s development cooperation portfolio in Namibia currently comprises more than 50 projects implemented through KfW Development Bank, the German Agency for International Cooperation (GIZ) and the Federal Institute for Geosciences and Natural Resources (BGR), covering areas such as sustainable energy, vocational training, urban development and natural resource management.

Since Namibia’s independence in 1990, Germany has provided more than €1.6 billion, equivalent to approximately NAD 30 billion, in financial and technical support. The latest agreement adds to the longstanding partnership, with the new projects aimed at expanding energy access, strengthening domestic economic opportunities and supporting Namibia’s ambitions for a more sustainable and diversified economy.
