Nandi-Ndaitwah Bolsters Executive with Key Ministerial Appointments to Boost Service Delivery

Windhoek, April 02 – President Netumbo Nandi-Ndaitwah has appointed a new Minister in the Presidency, several deputy ministers and an advisor, signaling a strategic push to strengthen Namibia’s Executive and speed up government service delivery under the Eighth Administration.

Speaking at State House in Windhoek on thursday, the President invoked Article 32(3)(i) of the Namibian Constitution to formalize the appointments. She framed them as part of broader reforms launched when she took office on 21 March 2025, including mergers and reassignments across Offices, Ministries and Agencies (OMAs) to boost efficiency. “These appointments reinforce our implementation capacity and ensure national programmes deliver tangible improvements in the lives of Namibians,” Nandi-Ndaitwah stated.

The moves address gaps in deputy minister roles from earlier restructuring efforts. Drawing appointees primarily from the National Council elected in the 2025 Regional Councils and Local Authorities Elections the President aims to harness regional expertise, enhance representation and foster inclusive governance.

The newly announced officials are:

– Honourable Charles Mubita – Minister in the Presidency

– Honourable Moses //Khumub – Deputy Minister in the Office of the Vice President

– Honourable Hambeleleni Ndjaleka – Deputy Minister of Health and Social Services

– Honourable Hans Haikali – Deputy Minister of Works and Transport

– Honourable Anselm Marungu – Deputy Minister of Environment, Forestry and Tourism

– Honourable Wenzel Kavaka – Deputy Minister of Information and Communication Technology

– Honourable Edward Wambo – Deputy Minister of Home Affairs, Immigration, Safety and Security

– Honourable Theresia Brandt – Deputy Minister of Justice and Labour Relations

– Honourable Hilma Nicanor – Advisor to the Minister of Defence and Veterans Affairs

Nandi-Ndaitwah tied the appointments to the Sixth National Development Plan’s priorities, including infrastructure, healthcare, safety, job creation and public services. She urged the appointees to uphold “diligence, integrity, discipline and patriotism,” adding that public office demands results under the Eighth Administration’s guiding principles of pragmatism, accountability, meritocracy and inclusivity.

In closing, the President congratulated the team and wished them success in their roles.
