Celebrating Five Years of Service: The Official Send-Off of Namibia’s 6th National Council

Her Excellency Lucia Witbooi, Vice President of the Republic of Namibia, addressed the official send-off ceremony of the 6th National Council on 10 November 2025 in Windhoek, marking the conclusion of a pivotal parliamentary term. Representing President Dr. Netumbo Nandi-Ndaitwah, Witbooi expressed profound gratitude for the Council’s dedicated public service and constitutional stewardship over the past five years.

The Vice President highlighted the 6th National Council’s unwavering commitment to democracy, noting its role as a guardian ensuring every Namibian region has a voice in national policy. Despite the profound loss of two distinguished former Presidents during this term, the Council exemplified unity, peace, and national-building, reaffirming their collective duty to carry forward the legacy of visionary leadership.

During this transformative period, the Council deliberated on 65 bills across key sectors including public finance, justice, procurement, taxation, and health, reinforcing democracy at the grassroots and strengthening oversight and accountability. Significant institutional reforms were achieved, such as updating Standing Rules and Orders, establishing a Rules, Orders, and Business Committee, and adopting a strategic plan positioning the Council as a forward-looking and efficient institution.

The Vice President also praised the Council’s implementation of an e-Parliament Strategy, digitalizing legislative processes and enhancing governance transparency. Introduction of distinct legislative vehicle identification plates underscored the Parliament’s dignity and constitutional authority.

Despite political diversity, the National Council maintained decorum, mutual respect, and prioritized national interests, serving as an example of principled democratic engagement amidst global political polarization.

As preparations for the 2025 Regional Council and Local Authority Elections unfold, Witbooi called on the incoming 7th National Council to build upon the strong foundation laid by their predecessors, especially in advancing key legislative initiatives like the Regional and Constituency Development Fund Bill and the Parliamentary Service Commission Bill.

In closing, the Vice President extended sincere appreciation to all members of the 6th National Council for their service, emphasizing that their spirit of collaboration, respect for diversity, and dedication will leave a lasting legacy and continue inspiring Namibia’s pursuit of unity, responsible stewardship, youth empowerment, and sustainable prosperity.
