Namibia Advances Digital Trust with Rollout of Electronic Signatures

Ms. Linda Aipinge-Nakale, Acting Executive Director at the Ministry of Information and Communication Technology, set the tone at the E-sign Breakfast on Tuesday, 16 September 2025, held at Avani Hotel and Casino. She highlighted Namibia’s firm commitment to digital transformation, emphasizing that technology must empower citizens, facilitate business, and strengthen public services.

Ms. Aipinge-Nakale outlined the significance of the Electronic Transactions Act (Act No. 4 of 2019), which legally recognizes electronic communications and transactions, placing electronic signatures on par with traditional handwritten ones. She underscored ongoing efforts to operationalize key provisions of the Act through the Electronic Information Systems Management Advisory Council and the upcoming establishment of the Online Consumer Affairs Committee.

Central to the discussion were the newly developed Electronic Signature Regulations that provide the framework for secure, reliable, and accredited electronic signature services. Complementary Accreditation of Security Products and Services Regulations aim to ensure the reliability and innovation of cybersecurity measures.

The government’s approach fosters digital trust and innovation while ensuring security and privacy. Ms. Aipinge-Nakale called on stakeholders to collaborate in building a digital future where every Namibian can confidently sign, transact, and participate online, reinforcing the nation’s leadership in digital trust.

The official launch of the nationwide electronic signature system is imminent, marking a key step in Namibia’s digital economy evolution.
